Grants.gov Budget Justification Template: A Small Nonprofit's Path to a Federal Grant

Checked against official sources · 5 min read

A first federal grant usually stalls in two places: registration and the budget justification. The path is simple: register for free, set up Grants.gov roles, read the notice of funding opportunity (NOFO) to the end, then justify every budget line with its calculation.

Register in SAM.gov for free

  • Login.gov: each person signs in through Login.gov (SAM.gov).
  • No fee: Grants.gov says SAM.gov registration is free, and GSA says "You do not need to pay a third party to complete your registration." Ignore paid services that look official.
  • UEI: SAM.gov assigns your Unique Entity ID as part of registration. A UEI alone does not let you apply.
  • Renewal: "You must renew your registration every 365 days to keep it active" (SAM.gov). Calendar the expiry date.

Grants.gov roles and Simpler.Grants.gov

Your E-Business Point of Contact (EBiz POC), named in SAM.gov, registers in Grants.gov with the same email and assigns roles:

  • Expanded AOR: the most privileges; the EBiz POC gets it automatically.
  • Standard AOR: submits, but only for its own workspaces.
  • Workspace Manager: creates a workspace and starts an application, but cannot submit.

Per its roadmap, Simpler.Grants.gov search became the default in early 2026; applying there is a pilot, and replacing Grants.gov is a 2027 milestone. Submit where your NOFO says, usually Grants.gov Workspace.

Read the NOFO and its required forms

Use your NOFO's form list. The HHS Administration for Children and Families (ACF) NOFO HHS-2026-ACF-ACYF-CA-0061, for example, requires the SF-424, SF-424A, SF-424B, Key Contacts, Project Abstract Summary, SF-P/PSL, the Grants.gov Lobbying Form and the SF-LLL if applicable. The SF-424B is required by some NOFOs and not others.

A budget justification template by SF-424A category

Section B of the SF-424A (Budget Information, Non-Construction Programs) lists the object class categories. The ACF NOFO asks for "estimation methods, quantities, unit costs" in each one. A pattern that works:

SF-424A line What to show Calculation
6a Personnel Position, pay, time Monthly salary x months
6b Fringe Benefits Rate and its source Salaries x fringe rate
6c Travel Purpose, trips Trips x travelers x cost
6d Equipment Item, need Units x unit cost
6e Supplies Type, basis Quantity x unit cost
6f Contractual Subaward or contract, deliverable Amount and basis
6g Construction Only if the NOFO allows it Usually zero
6h Other Rent, participant support Quantity x unit cost
6j Indirect Charges Rate and base Base x rate

Under 2 CFR 200.1, equipment is property costing at least the lesser of your capitalization level or $10,000 per unit; cheaper items are supplies. The narrative explains the numbers and matches the SF-424A exactly. In the Government Grant Kit, the Justification tab of US_Government_Budget_TRACKER.xlsx drafts a sentence for every line.

Indirect costs

Use your negotiated rate if you have one. Otherwise, 2 CFR 200.414(f) allows a de minimis rate of "up to 15 percent of modified total direct costs (MTDC)," with no documentation required. Under 2 CFR 200.1, MTDC includes salaries, fringe, supplies, services, travel and the first $50,000 of each subaward, and excludes equipment, rent and participant support costs. Spending $1,000,000 or more in federal awards in a fiscal year triggers a Single Audit (2 CFR 200.501).

The 2025 to 2026 context

  • Executive Order 14332 (August 2025) directs agencies to add senior appointee review and termination for convenience terms, and OMB to revise the Uniform Guidance. It does not amend 2 CFR 200 itself.
  • OMB's proposed rule of May 29, 2026 would revise 2 CFR 200. It is not final, so follow the current eCFR text.
  • Certifications vary: the ACF NOFO requires an "ACF priorities alignment attestation." Read each NOFO's certifications before signing.

State grants and pass-through funds

No single portal lists state grants; each state publishes its own. OMB's State Single Point of Contact list (July 2026) covers only 17 states, DC and 3 territories, and that review applies only when your NOFO says so. Federal money passed through a state keeps its federal subrecipient rules (2 CFR 200.332).
